The Chopper - an infernal device, built in the foundries of the Jiralhanae, designed to annihilate the vehicular support of the opposition. Alas, this dark contraption has a fatal flaw - insufficient anti-infantry point defense. Despite the great speed and massive buzzsaw-like wheel of the Chopper, Hector defied all odds to heroically launch himself on top of the Blue's nefarious machine. Moments after this snapshot was taken, the Blue bastard piloting the Chopper was dead, and the Reds soared on to victory.
Hmmm. Yeah, unfortunately the Brute Chopper wasn't really built by the Brutes. It's revealed in Contact Harvest that a Covenant Engineer built what would eventually become a Chopper from two damaged Spirit dropships (feat in Halo 1). The wicked cog teeth on the wheels are actually meant by the Engineer for tilling soil.
Hard core farming equipment, I know.

True. Not only mass produced, but also refined. I'm pretty sure the Engineer didn't throw in those turrets!

But, after Lighter Than Some designed the vehicle and buillt a prototype the Brutes took it as there own and presumably began manufacturing it themselves.
Or at least specifically ordering Engineers to do so.

That said, while the Chopper may have been designed by a Covenant Engineer, but it is likely mass-produced by the Jiralhanae.
